Is the NFL preparing for no fans this season?

Earlier this week, the Philadelphia Eagles sent an email to season ticket holds informing them that their ticket installment payments scheduled to be billed will not be billed causing reason for concern that the NFL is still not sure if fans will be in attendance this season.
It was already released that the first 8 rows of seating inside stadiums will be blocked off and most likely, be covered and used for advertising purposes, but this concern seems to take it to the next level.
There are no official statements from the Eagles or NFL about fans. I doubt we’ll have one until mid-August. According to the email, the Eagles plan to update season ticket holders after the 4th (this weekend).
“Previously, you had deferred your 2020 season ticket payment to July 1st. We do not plan to process this payment as scheduled and will communicate additional information regarding the 2020 season following the Fourth of July.”
