Both players recently came up with injuries and were expected to be out at least the first few weeks of the season. However with this season being a unique one, any player on this list can return after three weeks, and there is no limit to how many players can be on the list at once.
Teams are now able to place players on IR that are eligible to return after just three weeks. There is no limit on how many players a team can bring back from IR.
Another way the NFL and NFLPA created roster flexibility during a unique year.

The earliest we could see any of the players on this list make their debut this season would be week 4 against the San Fransico 49ers.
