People are beating Philadelphia Parking Authority by… removing their license plates?

Well, you read the title. City residents have found a way to avoid a ticket from the dreaded Philadelphia Parking Authority: removing their license plates and covering their VIN numbers. No, seriously. This somehow is not against Parking Authority regulations, which we’ll go into in a bit. Apparently, people have caught on, and it’s become a bit of a go-to move when parking illegally.
Don’t believe me? @BenPHL tweeted out a few examples:

First, the Parking Authority gives everybody a ticket, no matter what. No exceptions. Now, some people make it slightly difficult for them and they don’t do anything?
I’m all for less stringent parking regulations. In fact, I think there should be no parking regulations whatsoever. Let the market decide. (No, I will not expand further).
Anyway, like Ben said, the Parking Authority can’t touch anything on the vehicle besides the windshield wiper blades. So you could genuinely double park on any street, put a loose piece of paper over your VIN, and, if it’s a calm day, come back to your car with no ticket whatsoever.
Well, you’d have to altogether remove or replace your license plate before going about your day, but how long does that really take? It’s the perfect way to beat the PPA!
In all seriousness, what the fuck are we doing here? I’m by no means out to simp for a government agency, especially the PARKING AUTHORITY, but something has to be done about this.
Of course, they passed the buck to the police department in reply to a resident about this issue. So, yeah, that’s the best use of their time. Say what you will about the police, but they’ve got far more important matters to deal with like, oh I don’t know, record-high homicides and gun violence.
I don’t have any suggestions for how to fix this issue. That’s not my job.
Though, if anything, the Parking Authority would be better off pushing the following message as a way to ease parking and traffic congestion:

First one’s free, guys. Thank me later.
